What is a Rental License?

The rental licensing program establishes basic maintenance standards that all rental property owners need to follow. These standards are based on the International Property Maintenance Code, which focuses on the maintenance of existing buildings.

This program covers all types of rental units, including multi-family and single-family homes, townhouses, condos, apartments above or below businesses, and rooms rented to non-relatives. All rental licenses require zoning review and approval.

Rental license is beneficial for both landlord and tenants as it protects you, your tenant’s safety and health, and your property. Landlords without a rental property subsequently encounter problems in the future such as;

  1. Landlords with no rental license could lead to dismissal of cases when evicting a tenant.
  2. Property without rental license would cost you more in maintenance costs due to lack of inspection from the housing department
  3. Tenants may file a lawsuit against you because the absence of this document jeopardizes their health and safety.
  4. Failing to obtain a rental license deprives you of essential knowledge for maintaining your property, which can be highly beneficial in the long run, particularly if you plan to list your property in the future.

What is MDE?

Maryland’s Reduction of Lead Risk in Housing law requires owners of rental properties built before 1978 to register their units with Maryland Department of the Environment (MDE).

This law protects people from LEAD poisoning that could lead to Long term brain damage, heart and kidney disease. This law plays a vital role ensuring the community is free from lead poisoning.
